Regular Board Meeting

February 9, 2011

The February 9, 2011 Board Meeting of the Linden Fire District was called to order by the Board Chairman Paul Wyatt.

Roll was called and Board Members Paul Wyatt, Kay Perkins, Brian Shields, Merwyn Fish and Loran DeWitt were present.  Confirmation of a quorum was established.  Chief Troy Maloney and Deputy Chief Carol Lewis were present.

The minutes of the January 12, 2011 Board Meeting were sent to the board members and Paul asked if there were any corrections or additions to them.  Merwyn made a motion to accept the minutes as written, and Kay seconded the motion.  The vote was unanimous and the minutes were approved and accepted as written.

CALL TO THE PUBLIC

Bob Filley has concerns, as he was informed that the Timberland Acres Substation was being closed.  Chief Maloney reported that Engine 721 does not pass a pump test, and there is not an adequate crew, so it will only be used for defensive fire protection, and medical calls.  Timberland Acres firefighters can respond.  Bob felt the residents at Timberland Acres need to be informed of the changes.  Paul asked that this discussion be put on the agenda for next months board meeting.  Chief Maloney stated that it is on this months agenda under the Chiefs report.  Paul thanked Bob for his concerns and this will be discussed further at the next board meeting.

FINANCIAL REPORT

Carol reported the balance to date in Navajo County –Wells Fargo, National Bank of Arizona (payroll) and the Contingency Fund.   Each board member was given a copy of each bank register with receipts available.  Copies of the monthly reports with the bank statement registers and all financial transactions, minutes and agenda were in the board members packets sent to them the week prior to the board meeting.  Receipts of all financial transactions were available for the board members to review and warrants were signed.

Carol reported on the bills in the Senate and the House that affect the Fire Districts.

BOARD ELECTIONS FOR CHAIRMAN AND CLERK

Merwyn made a motion to nominate Paul Wyatt for another term as Linden Fire District Board Chairman and Loran seconded the motion.  Brian Shields mentioned he would like to nominate Merwyn Fish.  There was a motion on the floor for Paul Wyatt to serve as Board Chairman for another term.  The vote was unanimous, and the motion carried for Paul Wyatt to remain as Board Chairman for the Linden Fire District.

There was a question on duties of the clerk and Carol reported that the Board Clerk takes responsibility of the Chairman when the Chairman is absent.  The Board Clerk also is Chairman for the Linden Fire District Public Safety Personnel Retirement System, and the Linden Fire District Pension and Benefit Plan.  Merwyn made a motion to have Brian Shields remain as Clerk of the Linden Fire District Board, and Kay seconded the motion.  The vote was unanimous and the motion carried.

CHIEF'S REPORT

      A.  Call outs:  33 total:  EMS  - 12,   MVA’s – 3, Other (public assist) – 9, Fire – 9  (2 Automatic Aid with Show Low and White Mountain Lake).

      B.  Chief Maloney presented the figures of a 6 month study of Automatic Aid.  With 18 responses it totaled $983.  This was an average of 1 hour @ $54.00 for personnel.  He felt it would be approximately $2000 annually.  Kay asked about wear and tear of equipment, fuel, etc.  Chief Maloney did not have that information, however Chief Maloney felt we get 3 times more than we give.

      C.  Quarterly Training.  Chief reported that the department participated in the multi-company mock incident training  in January.  All our crews and reserves participated.  Loran asked if there was a training officer.  Chief stated that it is committee driven with Chiefs and Assistant Chiefs with the assistance of the Training Officer from Show Low, Clay Wood.  All agencies with the Automatic Aid will receive the same training and work together.

      D.  Chief reported that according to the ISO rating, the rating is determined by water supply not equipment nor manpower.  This will be addressed at the next board meeting regarding the Timberland Acres Substation.

      E.  The alternator in Engine 711 is being replaced.
